Until late 1991 this area was known as El Toro. At incorporation the city took the name of the planned community at its center, developed from the late 1960s around two man-made lakes and eucalyptus groves, each lake with its own private club. Foothill Ranch and Portola Hills joined in 2000, stretching Lake Forest up toward Whiting Ranch Wilderness Park and the Santa Ana Mountains. Today the city mixes older El Toro streets, lakeside neighborhoods, newer planned communities such as Baker Ranch and townhome clusters along the main parkways.

Association rules come up often. Many neighborhoods set moving hours, ask for notice or want a certificate of insurance, and some sections are gated. In Portola Hills and on the upper streets of Foothill Ranch, slopes and short driveways affect where a truck can park.
