North Laguna and the Village cluster near Main Beach and Heisler Park; Woods Cove and Victoria Beach sit below steep streets; Bluebird Canyon, Arch Beach Heights and Top of the World climb high above the water. The only roads in and out of town are Laguna Canyon Road and Coast Highway.

That geography sets the plan. Many homes sit above or below the street with long exterior stairways, lanes are narrow and winding, and parking near the beaches is scarce for most of the year. In July and August the Festival of Arts, the Pageant of the Masters and the Sawdust Art Festival bring heavy traffic to Laguna Canyon Road, so moves are scheduled early in the day or on quieter dates.
